    Summary of Accomplishments: 

    OPERATIONS MANAGEMENT:

    We live in the largest municipality in north Mississippi (58,000 population), third largest in the state of Mississippi, and one of the fastest growing in both the state and region. We have daily oversight of 12 departments and total supervisory responsibility for 475-500 employees with unprecedented new programs implemented to ensure integrity and professionalism. Since Mayor Musselwhite has been in office, he has upgraded technology to improve efficiency, service and communication to citizens.

    FINANCIAL MANAGEMENT:

    Southaven has a general fund and total budgets totaling $36 million and $65 million in 2014 – growing to $72 and $121.2 million in 2025. We now have a  $14.5 million operating surplus, $13.7 million increase in capital assets, $29.7 million debt reduction and $10 million (417%) increase in reserve funds. 

    ECONOMIC DEVELOPMENT LEADERSHIP:

    Mayor Musselwhite’s tenure as Mayor has garnered unprecedented tiers of economic success for the city. He has brought hundreds of millions of dollars of new capital investment while also producing unprecedented financial returns. Southaven received 68% sales tax revenue growth, 169% internet sales tax revenue growth and 118% property tax revenue growth, all contributing to property tax rate stability with no millage change in 12 years.

    COMMUNICATION SKILLS:

    Mayor Musselwhite has proven to be effective and influential. The mayor used his communication skills to secure MDOT funding for the critical I-55 expansion, testify in federal court for a favorable judgment for city projects, arbitrate and settle frivolous lawsuits threatening the city, or receive state legislation passed for tourism bill extensions. 


    RELATIONSHIP BUILDING AND NETWORKING SKILLS:

    Mayor Musselwhite has proven to be effective in successful collaborative efforts with federal, state, county, and other local officials in improving infrastructure, economic development, public safety, and the general quality of life for citizens in the Mid-South region.

    PUBLIC SAFETY LEADERSHIP:

    Mayor Musselwhite spearheaded investments in local police and fire operations. These successful projects include expanded facilities, cutting-edge equipment/technology, salary increases, 64% budget increase in police funding, and 36% increase in officer growth. We also gave a 52.17% increase in fire funding.

    AGGRESSIVE INFRASTRUCTURE IMPROVEMENT LEADERSHIP:

    Mayor Musselwhite aggressively invested $100 million in our road projects, street resurfacing, drainage systems, beautification projects, and new pedestrian routes.

    PARKS AND RECREATION LEADERSHIP:

    Since mayor Musselwhite has been in office, he has shepherded $50 million into the expansion and enhancement of amenities making Southaven the very best in the southeast region of the United States.
